Harley was a lumber scaler and a bookkeeper for the county camps. He had lived in the Watersmeet area for about 15 years and had immigrated about 1905. Harley married Charlotte Richie, the daughter of William and Margaret Clendenison Richie, on 17 October 1896 in Clare, Michigan. By 1910, at age 33, he was married to 17 year old Elizabeth "Eliza" Walker, the step-daughter of Charles and Abbie Birch Jones. In 1930, he was in Wisconsin while Eliza was in Louisiana. Harley was the son of Patrick and Maria Clemmons Dowsett from Canada with siblings: Edith, John, Berty, and Sarah. His father was a laborer. Harley was of medium height and build with gray eyes and light brown hair. Alcoholism was a probable cause of his death at the age of 59 years 2 months and 24 days.
