Harley was the son of Patrick and Maria Clemmons Dowsett from Canada with siblings: Edith, John, Berty, and Sarah. His father was a laborer. Harley was of medium height and build with gray eyes and light brown hair. Alcoholism was a probable cause of his death at the age of 59 years 2 months and 24 days.
