Grace Belle Ackiss was the daughter of William M. Ackiss and his second wife, Ada E. Stokes. She was born in what was then Princess Anne County, Virginia (now city of Virginia Beach). She was married to Marcus Warland Parker in March 1940. According to the newspaper wedding announcement, "they were married in the parsonage" and "the bride was attired in an ensemble of black, with black and white accessories and a corsage of gardenias."
