Chester Manly Eoff was the son of Charles Clayborn Eoff and Lucinda Parrish, both natives of Missouri. He married Martha Josephine Stephan 10 March, 1921 in Edina, Knox Co, Missouri. Their child was Mary Mildred Eoff b. ca 1922 who married Jerry Dale Kennedy. Chester was a farm hand in his youth and later worked as a clerk and was postmaster of Knox City, Missouri. He was a private in World War I, serving in an ambulance company overseas from August 17, 1918 to June 4, 1919. His service was in the 350th Ambulance Company in the 88th Division, U S Army.
