Frank was the oldest child of Orpheus and Anna Rudd. In 1900, the family was living at 1331 Massachusetts Avenue in Indianapolis, Center Township, Marion County, Indiana. His younger brothers were Walter and Raleigh.

In 1910, the family was living in the same township, but at 1606 Sheldon Street. Raleigh was listed as Arlie.

In June 1917, he signed his draft registration in Chicago, Illinois. At the time, he was living at 7115 S. Chicago Avenue, Chicago. He was a railroad conductor for the Pennsylvania Lines.

In 1930, he was back in Indianapolis. His wife was listed in the census as May. She was born in Kentucky. His occupation was listed as yard master for the railroad.

When he completed his draft registration for WWII in April 1942, he was living at 3952 Vine Street, Cincinnati, Hamilton County, Ohio. His wife was listed as Emily Mae Rudd. He worked for the Baltimore and Ohio Railroad at Elmwood Yards.
