US Congressman. He was educated in Otego and became an employee of the York & Erie Railroad. In 1862 he moved to East Saginaw, Michigan where he farmed and worked at a lumber mill, later owning his own lumber operation and a salt works. He was Mayor of East Saginaw from 1886 to 1887, served four terms as a city alderman, and also held other local offices including Justice of the Peace. in 1890 he was elected to the US House of Representatives as a Democrat and served one term, 1891 to 1893. During his term Youmans was Chairman of the Committee on Expenditures on Public Buildings. He was an unsuccessful candidate for reelection in 1892 and returned to his farming and business interests, which expanded to include road building, brick making and apple orchards. Youmans served in the Michigan Senate from 1896 to 1897 and was an unsuccessful candidate for the US House in 1902.
