Stephen parents were Green and Melinda Richardson of Connecticut.
Stephen, at the age of 34, enlisted in the Grand Army of Republic. He was a resident of Wapello, Iowa and his nativity was New York. Stephen enlisted on February 28, 1862 and mustered in on April 10, 1862. He was assigned to the 17th Infantry Company G and fought for the North against the South. Stephen re-enlisted and remustered on April 22, 1864. On July 25, 1865 he mustered out in Louisville, Kentucky. He became a member of the GAR Post No. August Wentz 1 in Davenport, Iowa on Dec. 2, 1882.
He is buried in Pine Hill Cemetery Lot 351, Davenport, Iowa. Five of his children, Lillie Belle, Adalaska, Frank, Ralph and Esther (well-known opera singer) are buried there, also along with his wife Alice Houghton Plumb Baker. His son, Stephen Pope Plumb, is buried at Fairmont Cemetery, Davenport, Iowa. His son, Albert, is buried in Louisa County, Iowa. Son, William, is buried somewhere in New York.
