Foster Walter Willard was born on April 26, 1889 in Nashville, Tennessee, the son of Charles Shaffer Willard Sr (1852–1903) and his 2nd wife Mary (Hawkins) Willard (1860–1945).

He was married about 1917 to Blanche Irene Carter (24 Apr 1880–16 Dec 1952), the daughter of John Monroe Carter (1846–1900) and Margaret Ann (White) Carter (1845–1936).

The Superintendent of Boatmen's Bank Building and living at 538 Colton Drive in Saint Louis County, Missouri, Foster was 51 years old and married when he had a stroke and died on September 15, 1940 while on vacation in Morganfield, Kentucky.

Survivors included his widow Blanche and his mother Mary.

Funeral Services were held in Nashville, Tennessee where he was buried.
