James Arthur Buchanan was a Washington DC journalist and government official with the War Department. He was the eldest son of Congressman James A. Buchanan, chairman of the House Committee on Manufactures, who represented New Jersey's Second District. Arthur served as a captain with the American Expeditionary Force in France during WW I. He remained in Army Intelligence reserves and rose to the rank of Colonel. Buchanan was married several times, and was the father of James Arthur, Jr., Maurice and Florence.
