Thomas Crysostrom Birge was born on December 3, 1857, in Northampton, Hampshire, Massachusetts to William C. Birge and Ellen E. Spellman Birge.

Thomas studied in Northampton schools. He was admitted to the bar in 1890. He had a partnership with T. B. Wise until 1894. From 1894 until his retirement in 1926 he practiced as an attorney of law in Maysville and Covington. He also worked as a Police Court Prosecutor in Covington from 1900 to 1904 and was involved in Covington politics.

On April 27, 1882, he married Mary Ellen Cunningham from Cincinnati, Ohio, in Covington, Kentucky. Together they had 6 children: Ida Elizabeth Birge Spindel, Helen (Nell) Birge Keating, Mary Agnes Birge Hoyle, William B. Birge, Benjamin J. Birge, and Thomas C. Birge Jr.

Thomas died on January 3, 1931, in Covington, Kentucky.
