George was the second eldest son of Richard Riley and his wife Mary Jane (Himes) Riley. George's elder brother Edgar died in infancy.

While born in Bedford County, Pennsylvania, George's parents later moved to Altoona, Pennsylvania, in Blair County, where George and his younger siblings grew up.

George married Bertha Ramsey in Altoona, Pennsylvania on December 23, 1904. Bertha's family originated from Bedford County as well. The marriage produced 4 sons. Three of the four sons currently have memorials attached. Eldest son Russell M. Riley (1905-1970) is currently missing a memorial.

George spent the majority of his adult life in Toledo, Ohio. Bertha died in Toledo at the young age of 55 in 1933. George outlived his wife Bertha by 41 years. He lived to be 92.
