Rhoda Louise Hatt Roxburgh is the daughter of John Hatt and Thurza Hitchen of Bremhill, Wiltshire, England. She came to the United States with her family after they joined the LDS Church. They moved to Utah, and many of them settled in Salt Lake and Bluffdale.

Rhoda married George (John) Roxburgh and they had five children: George, Thurza Ann, Elizabeth Jane, John and Emily Jane.
