He was born in Washington to J.H. Carter and the former Letha Marie Marston.
At an early age, he moved with his family to the Willamette Valley.
Deciding to become an attorney, he graduated from the School of Law at the Universtiy of Oregon in 1941. He then volunteered for military service, but was rejected due to health problems.
Moving to Bend, he practiced law there until he moved to Klamath Falls in 1947.
He worked as a title examiner for Wilson Titel Co. After setting up the disctric court system, he founded Carter Collection Agency. A few years later he was joined by Leonard Jones in the collection business.
Mr. Carter sold his interest in the business to Jones on July 1, 1973, and moved to Drain, where he purchased a variety store and converted it into a well-known department store that he and his wife, Jackie, operated until 1984.
He later returned to Klamath Falls and remained there until his death.
He was a member of Oregon Bar Association, Masonic Lodge (Crater Lake Lodge No. 211 AF&AM), Shriners Club and Elks Lodge.
Mr. Carter was an avid golfer and a member of Reames Golf & Country Club.
Survivors include his ex-wife, Jacqueline Carter, Klamath Falls; daughter and son-in-law, Jeanine and Hal Wirth, Klamath Falls; daughter, Carolyn Lee Langdon, Anchorage, Alaska; grandchildren Roger and Cheryl Wirth, Klamath Falls; Anthony and Carma Wirth, Catherine and Dale Carnes, Gregory and Verna Langdon and Tom Landgon; great-grandchildren, Ellisah, Hannah, Christopher, Katrina, Rachell, Shannon and Derrick Wirth, Jonathan, Brian, Richard and Rebecca Carnes, and Laura, Sean, and Jessica Langdon; numerous other relatives.
