He was the son of , Pius Proctor Ballard & Ann Elizabeth Holtshouser. He married , Edith Ada Davis on July 1st , 1908 in Chicago , KY ( later incorporated into St. Francis ) Together they had " 2 " children : Austin Thomas & James Leo. His wife died in 1928 & he would later remarry to his 2nd wife , Josephine Minogue.
Obituary birth place is incorrect. He himself stated he was born in Dant, Marion County on his World War I and World War II draft registrations.
