Oliver is the son of Comfort Haley and Abigail Allen. He married Hannah Tinkham in about 1804, in Yarmouth County, Nova Scotia. They are the parents of the following:
1) Comfort Haley III (1805-1884)
2) Elizabeth Amelia Haley (1807-1886)

His schooner found wrecked on one of the Mud Islands in late December. All hands were lost.
