Israel Howard was born in Harlan County, KY on Valentine's Day of 1847. He was the son of John Jefferson Howard (1817-1900) and Elizabeth McCarthy Jenkins (1822-??).

On December 24, 1864, he married Sarah Morgan of Leslie County, KY. Israel and Sarah had six children - Zachariah Robert Howard (1865-1954); Jesse Howard (1867-1951); Hugh N. Howard (1869-1891); Eli Crittengton Howard (1871-1946); James Ballinger Howard (1874-1961); Joseph Howard (1878-1950).

Israel Howard enlisted in the Union Army on July 6, 1863 at Camp Nelson, KY, and served in the 49th Kentucky Infantry, Company E under Capt. Ben Howard.

He later moved to the area of Goose Rock, KY. In that area he and his brother operated a store, and also helped build the local church building. His first wife Sarah Morgan Howard died in 1898.

Sometime between 1898 and 1903, he married his second wife, Sarah Jane Yates. Israel and Sarah Jane Yates had two children - Elizabeth Temperance Howard Barcroft (1903-1984) and Mary Jane Howard (1905-??).

Suffering from poor health from his Civil War service, he was told to move to a drier climate. While visiting his son James, in Goodman, MO, he decided that was where he should move as well. Israel, Sarah, and their children moved to the area about 1912 and purchased two farms.

He reamined there until his death from "Old Age" (from the obituary) in 1934.
