Joe passed away peacefully on December 25, 2020 in Athens, Texas. He was born on June 17, 1936 in Fruitvale, Texas to James I. Allen and Effie Garrett Allen.

Joe grew upon in Fruitvale, Texas and graduated from Edgewood High School. On March 10, 1956 he married the love of his life, Billie Ann Rogers. They were married 31 years at her passing. The couple lived in Colorado for many years. Joe was a godly man, who loved the Lord. You could find him reading his bible when not reading books on history. Joe enjoyed Jimmy Swaggart and gospel music, traveling, taking pictures and fishing. Joe loved his family and he will be greatly missed by family and friends.

He is preceded in death by his parents, James and Effie Allen; his siblings Bennie D, Troy Haskell, Reva May Spear, Audrey Geneva Winn and John Lee; his beloved wife, Billie Ann Allen and grandson, Dwain Morris.

Joe is survived by his children, Debra Kay and Robert Isaac, Melissa Ann and Brett Ramsey, and Stephen Wade Allen; grandchildren, Terry Lynn Morris, Jeffrey Reese, Elisha Ramsey, Ethan Ramsey, Stephen Joseph Allen, and Aiden Nathaniel Allen; great grandchildren, Isabell Kay Morris, Keira, Adelyn, and Kaiden Allen.
