Jacob was the ninth of ten children born to Hanna (Beatty) and Leonard Balliett, Sr. His siblings were: John, Stephen, Leonard Jr., Daniel, Eva, Joseph, George, Jonas, and David B. Balliett.
His parents and family moved from Pennsylvania to Ohio sometime in 1822. It was here that Jacob met Mary Keifer whom he later married in April of 1823. They became the parents of six children:
