The son of Peter & Catherine (Rhodes) Elmer, in 1860 he was a farm laborer living with and/or working for the John Elmer family in Salisbury Township, Lancaster County, Pennsylvania. He married Elizabeth Sandoe and fathered Anna Kathryn (b. 03/15/62 - married a Kurtz).

A Civil War veteran, he enlisted and mustered into federal service at Lancaster August 19, 1861, as a private with Co. A, 79th Pennsylvania Infantry, and honorably discharged at term's end October 3, 1864.

He died at the home of Annie Trout from "carcinoma of intestines."
