Phebe was the last of 11 children (5th daughter) born of George Outman (1722-1793) and his wife Ruth (1725-1814). Phebe's siblings were: Daniel (1747-1803), Samuel (1748-1825), John (b. 1750), Benjamin (1755-1816), Ruth (b. 1753), George (1757-1836), Isaac (1761-1861), Freelove (1760-1830), Desire, and Sarah (b. 1764).
The Outman family moved to Arlington on the New Hamsphire Grants (Bennington County, Vermont) about 1765.
Phoebe (Phebe) married Gideon Orton (1759-1831) by whom she had six children: Mary (1791), Aaron H. (1793-1872), Lavina (1795), Sarah (1798-1824), Truman (1800-1877), and Charlotte (1802-1806).
