Son of Michel,Victor Balsan, brigadier farrier, and of Marie Brigitte Castérot. He had married Suzanne, Marthe, Emilie Berranger, widow Juteau, on December 27, 1919 in Foix (Ariège). He came from Laval (Mayenne) with his wife and her son to take refuge in Lot-et-Garonne. He lived in Saint-Pierre-de-Clairac in a place called Rougères where he cultivated land. He belonged to the local resistance group.
On June 7, 1944 when the Gestapo, supported by a detachment of the Das Reich division quartered in Valence-d'Agen, raided the village in search of resistance fighters, they came to Eugène's house. Alongside his stepson Marcel, he was shot to death at his home by the Germans who came to apprehend him. Before leaving, the Germans burned his farm.
He had no children.
