Bill was born in Indianapolis, December 13, 1941, the son of George S. and Nancy H. Diener, and he died January 6,2017.

He graduated from Wabash College (B.A.), where he was a member of Phi Delta Theta and Sphinx Club, Indiana University School of Law - Indianapolis (J.D.), George Washington University School of Law (L.L.M.) and Butler University (M.A.) He has taught at the Indiana University School of Law (Bloomington and Indianapolis) and Irish Literature at Butler University. He was admitted to practice law in the District of Columbia, Florida, Indiana and Utah, the D.C. Circuit and Seventh Circuit Courts of Appeal, and the U.S. Supreme court. He served as chair of the American Bar Association's Section of Environmental, Energy and Resource Law.

He practiced regulatory business law for forty years at the Federal Energy Regulatory Commission, interstate natural gas pipelines in Florida and Utah, Citizens Gas, and Ice Miller, LLP. He served as Chair of the Indiana Horse Racing Commission from 2012 - 2014.

Bill mentored and tutored middle school boys at Shortridge Middle School and Tabernacle Presbyterian Church. Upon his retirement from the practice of law, he was a full - time volunteer at IPS Schools #48 and #42, as well as continuing his volunteer activities at Indiana's security juvenile facilities. He is an Elder at Tabernacle Presbyterian church and is a member of the Board of Directors and Past - President of Concord Center Association, Inc

Bill is survived by his beloved and faithful wife of 51 years, Kaye (Kathryn Shook); their son, Mark and his wife Eileen, grandson Mark, Jr. and granddaughter, Madison (North Bellmore, NY); and sisters Susan Rossetter and Ruth Huff. Their daughter, Karen Chaustit (Key West, FL), predeceased Bill.

Family and friends will gather from 9:00 to 11:00 a.m. on Thursday January 12th with a memorial service beginning at 11:00 a.m., all in Tabernacle Presbyterian Church, 34th and Central Ave.

Bill and the family request that in lieu of flowers, a donation be made to the Concord Center Association, Inc., 1310 South Meridian Street; The Salvation Army (Indiana Division), 3100 North Meridian Street, or Tabernacle Presbyterian Church, 418 East 34th Street.
