According to his 1885 marriage application with Mary Spellman, Charles was the son of Hyacinth and Mary Jacquinot. He appears in the 1880 census in Winton with his mother, and in 1900 in Scranton with his wife and children. He possibly died before state death certificates began, and I haven't yet found an obituary, but he is presumably buried in Cathedral cemetery, based on the marker photos posted here on his son's record.
