Richard is a son of Fred Robert Herman Brock and Martha Eitner, German immigrants who came to Salt Lake City, Utah with their parents in the early 1900s. He is the third son of four and grew up in Salt Lake City. Richard was working for a medical supply company at age 18 when he registered for the World War II draft.
After the war Richard married Lucille Merrill on October 14, 1946 in Salt Lake City. They became parents to three children: Kristine, Stephen, and Jeanne.
They lived in southeastern Idaho for a short time and then in Salt Lake City. Richard worked as a salesman. Lucille died in 2005.
