About 1825 Sarah Ann Almand age 15 had a child out of wedlock. A son named Jefferson Cox Almand.
Jefferson Cox Almand exact birth date is not known. His grandfather Thomas Almand claimed that Jefferson was the illegetament son of his wife Nancy David Almand. (This is not possible.... Nancy Almand gave birth to her elveth child Simemon David Almand July 7, 1825.)
By claiming Jefferson illigetament he could take part in the Land Lottery Drawing for Newton County, Georgia May 2, 1827. Thomas Almand drew for Jefferson - No. 241, District 2, Section 5 in Carroll County. Thomas Almand then rented out the land. In order to do this legally he had to be made Guardian for Jefferson Cox Almand.
There are 29 Vouchers at the Newton County Courthouse regarding the renting of the land and the money he drew regarding supporting Jefferson Cox Almand. (Found in the Vouchers was his real last name - COX. I have not been able to place him with his biological father.)
On the 1830 Census Newton County, Georgia we are able to place Jefferson with Sarah Ann and Elisha Sparks. He is listed as male child age 5 thru 9.
With information from the Guardian Valture files he lived with them for a number of years.
His mother Sarah Ann Almand married Elisha Sparks February 12, 1829. in Newton County, Georgia
They had ten children:

On the 1849 Property Tax record for Newton, County, Georgia for Sanford Sparks (brother to Elisha Sparks) ilisted as the Agent for the "orphans of E. Sparks". Presumably, Sanford Spark was declared their legal guardian.
Sarah Ann Sparks applies for Divorce from Elisha Sparks in 1850 Newton County, Georgial Divorce granted. Elisha was the "guilty" party.
This meant that he could not remarry in the state of Georgia.

The petion of Sarah Spaks formerly Sarah Allman of the County aforsaid repectully sheweth that she was legally maaried to Elhu Sparks on the twelth day February eighteen hundred and twent nine atn that they lived together from that time until about five yars previous to this time when said defendant abandoned your petioner and his family laaving your petioner without any of the comforts of life to support herself and nine childre, the fruits of said marriage. And your petioner further sheweth that Said defendent leades an abandoned and desoute life and while living with your petioner was very unkind and abusive to her and guilty of habitual ddrunkenness and frequent intercourse with loose an abandoned Weman. All of which conduct your petioner bore with all fortude She was cable of commanding and extends to him all the right and priveges that imposed upon her by marriage vow up to the time of this final abanonment. In consideration of the above facts your petioner prays that this honorable Court will gran her a divorce a vincul matrimoni and prays procss may issue requiring Said defendant to b and appear at the next term of this court to be held on the 4th Monday in March next to answer your petioner in an action of a Libel of Divorce.

On the 1850 Newton County Georgia as Frances PERRY - this is the madian name for her foster mother. (Frances isn't listed on the 1860 Cenus in Georgia.)
Then on page 167 of the 1859 Census, Newton County - there is a PERRY family next door to Sarah Sparks and her children.
No further records could be found for Frances Perry.

In 1866 St. Louis, Missouri - On her Marriage Certificate she is using the name Mary Aloysisus Hall and her mother's name Parthenia Perry Hall.
