The son of Joseph & Christine (Noll) Kepner, in 1860 he was a stable keeper presumably living in Berwick Township, Adams County, Pennsylvania, although that township's census does not exist. He stood 5' 4" tall and had brown hair and gray eyes. He married Harriet M. Bucher Mumma March 13, 1862, and fathered Homer V. Tobias (b. 06/13/63).

A Civil War veteran, he was drafted in October 1862 and likely destined for the 165th Pennsylvania Infantry, but his brother Hiram S. Kepner substituted for him in that regiment. He then enlisted in Chambersburg March 7, 1865, mustered into federal service there March 17 as a private with the 87th Pennsylvania Infantry in the second organization of Co. K, and honorably discharged with his company June 29, 1865.

Harriet died February 22, 1868, and he married widow Lovina or Levinia Maria Forney Keckler in 1870 and fathered Elmer C. Joseph (b. 04/??/70) and Martha Eliza (b. 08/14/75 - married John Richard Aughinbaugh). Along the way, he worked at various occupations, including farmer, cigar maker, and salve maker. In 1890, he was living in Straban Township, Adams County, and a member of the G.A.R., although it is not certain to which of Adams County's three posts he belonged.
