Ora was the third born of John and Ora Lowe's children. Her older siblings were Naomi L. Lowe Kettler and Jacob Ralph Lowe. Probably around 1918, she married Earnest Whitlock. When she gave birth to their first child, Thomas Ralph, on September 14, 1920, Ruth died shortly thereafter on the 15th. Both are buried, as well as her mother, Ora, in the Fairview Cemetery in Shawnee, Oklahoma. Her husband's burial site is unknown.
