Welton City was born April 12, 1920 in Blanco, Texas to Wesley City and Hattie Coffee City, who preceded him in death.

He confessed his faith in Jesus Christ at an early age and was baptized at Mount Horeb Baptist Church in Blanco, Texas. Welton's travel took him to many states. In 1945 he united in holy matrimony to Annie M. Williams. He remained a loving and devoted husband for over sixty years. To this union there were two sons; Don Odis City, Ralph Anthony City; and a daughter, Minnie Mann. In Austin, Welton united with Peaceful Saint James Baptist Church and served as an usher. Moving to Los Angeles, California, he united with Greater Cornerstone Baptist Church with Minister Hudson. He later moved his membership to Southwest Institute Baptist Church with Minister E. Williams, Jr. and served as a deacon until his death. Throughout the community Welton was highly respected as a businessman and entrepreneur often putting himself to a disadvantage to help others. He loved family gathering and mentoring people of all walks of life. Welton will be greatly missed by all who had the privilege of knowing him.

On September 20, 2005, Welton departed this life at Good Samaritan Hospital in Los Angeles, California.

He leaves to cherish his memory his devoted wife, Annie City; daughter, Minnie Mann and her husband Leonard; son, Don and wife Novella, both of Austin; son Ralph of Los Angeles; one sister, Mahalia Rhone of Austin; five grandchildren; nine great-grand children; four great-great-grandchildren and a host of nephews, nieces, cousins, relatives and friends.
