Rachel Anna Haines (Payne) was the common-law wife of Captain David Lewis Payne. He was the leader of the would-be homesteaders, known as "Boomers," who tired to settle what is now Oklahoma, in the 1880s. He is now known as the "Father of Oklahoma." Consequently, she might be considered the "Mother of Oklahoma."

David and Rachel had a common-law-marriage relationship for years. However, they decided to postpone their marriage until after they both had made homestead claims in Oklahoma—so they could obtain twice the amount of land that a married couple was allowed to settle. Unfortunately, David died suddenly—probably from poison administered by agents of the men who did not want Oklahoma settled—before he and Rachel could realize their dream.

David and Rachel had one child, George Haines. His fate is unknown, but he is believed to have become a sailor and died in an accident at sea.
