He was the father of 1916 Irish republican revolutionary leader Tom Clarke.

He was born in Carigallen, County Leitrim.
In 1847 he joined the British Army, he was aged 17 at the time.
In 1854 he fought at the Battles of Alma and Inkerman in the Crimean War.
After the war he married Mary Palmer on 21st May 1857 in Clogheen, Co. Tipperary.
In 1858 he was posted to a fort on the Isle of Wight where he was a bombardier in the Royal Artillery.
In 1859 James Clarke was posted to South Africa and took his family.
In 1867 he was sent to Dungannon, Co. Tyrone.
He quit the army 26 December 1868 with the rank of sergeant.

He died at 2 Janeville Cottages, West Road, Dublin on 3rd March 1894. Cause of death was broncho-pneumonia. He was an army pensioner at the time.
