After graduating from Melrose High School, in Melrose, New Mexico, he married Evelyn Elliot on December 5, 1957, and had 2 daughters Candi and Kim.
In November 1982, he married Robbie (Sneed) Arnold after retiring from the State Highway Department to raise cattle.
Cliff loved watching the news, the weather channel, NASCAR racing and bull riding. He was constantly researching for natural remedies for better health. He rode his ATV and chatted with neighbors as much as he could. He always had the gadget tool you needed and could fix anything. He had a funny little llama, named Sheba. She loved him so much that if you looked closely, you could see little hearts floating around his head when she looked at him.
Cliff was preceded in death by his parents Everett L. and Lillian “Gertrude” (Yoder) Downey; 2 brothers, Alvin Downey and Harry Downey; step-son Mark Arnold and several extended family members.
He is survived by his wife Robbie of the home in Carlsbad, New Mexico; daughters, Candi Downey Hect (Karl) of Carrollton, Texas and Kim Downey Delano of Carrollton, Texas; stepdaughter Pamela Arnold Gilley of Carlsbad, New Mexico; 9 grandchildren: Kyle Ferguson (Penny) of Las Vegas, Nevada, Joshua Hect of Washington, DC, Jonathan Hect of Austin, Texas, Derra Delano Purnell (David) of Houston, Texas, Dawn Arnold Green of Russellville, Alabama, Terran Gilley of Carlsbad, New Mexico, Dusty Delano (Anna)of Lubbock, Texas, Jennifer Delano Lee (Rex) of Carrollton, Texas and Jacob Arnold of Carlsbad, New Mexico; 9 great-grandchildren; siblings: Russell Downey of Clovis New Mexico, Lester Downey of Aztec, New Mexico, Bess Hunton of Clovis, New Mexico and Jo Hughes of Texico, New Mexico and numerous nieces and nephews.
