Roy Lee Chapman, 66, Pct. 1 Justice of the Peace for Callahan County, passed away Friday, December 27, 2013, peacefully, at his home in Clyde. Services will be at 10:00 a.m. Thursday, January 2, 2014, at First Baptist Church in Clyde under the direction of Bailey-Howard Funeral Home. Visitation will be from 5:00 to 7:30 p.m. Wednesday, January 1, 2014, at the funeral Home.

Roy was born January 19, 1947, in Brownwood to Fred Lyman and Ina Augusta Hall Chapman. He was a 1966 graduate of Abilene High School and enlisted in the U.S. Navy the same year. Roy married Anita Givens on October 1, 1969, at a justice of the Peace office in Abilene. He was trained as a fireman for the Navy, serving in Vietnam and later in the Nave Reserve until July, 1972. Returning to the civilian world, Roy went to work for the Abilene Fire Department and obtained his Associates Degree in Fire Technology from Cisco Junior College while employed by the City of Abilene. He retired in 2002 after more than 30 years of service. During his time with the Abilene Fire Department he served on the Abilene Professional Firefighters Association, as well as being appointed by Governor Ann Richards as the Texas Commission on Fire Protection. He has served as Justice of the Peace for Callahan County for the past 11 years, and Clyde Municipal Court Judge for the past three years.

Roy was a loving father and devoted husband. He was a man of great integrity and was often sought out sound advice from all of his nieces and nephews, friends and loved ones. When family needed a place to live, when in between jobs or they were down on their luck, he opened his home to them. He spent his life serving his country, the City of Abilene, Callahan County, and the City of Clyde. While serving as Justice of the Peace, he had the honor of performing wedding ceremonies for many of his nieces and nephews, as well as close friends and other family members. This was one of his greatest joys while in office. Roy will be remembered for his kindness, compassion, quick whit and fairness.

Roy will be survived by his wife of 44 years, Anita Chapman, of Clyde; one daughter, Marlee Vestal and husband Chad of Boerne; four grandchildren whom he adored, Griffin, Gavin, Greyson and Gillian Vestal; one sister, Rita Caverly and husband Jerrid of Abilene; four sister-in-law, Linda Dobson of Liberty Hill, Cathy Monroe of Abilene, Sue Morris and husband Greg of Abilene, Trisha Blazauskas and husband Ron of Clyde; one brother-in-law, Butch Clark and wife Vickie of Huntsville , Alabama; and numerous nieces, nephews, cousins, in-laws.

He was preceded in death by a son who died at birth in January, 1973, David Allen Chapman; both parents, Fred and Ina Chapman; to sisters, Freddie Ruth Hazelwood and LaRue Coleman; two brothers Johnny and J.H. Chapman; one sister-in-law, Karen Childers and two brothers-in-law Fred Michael Givens.
