Funeral Services and a Memorial Mass of Christian Burial for Kay Joy Hiegel Miclot Arzberger, 81, will be held on Wednesday, August, 31, 2016 at 1:30pm at St. Anthony’s Catholic Church, 417 Main Street, downtown Davenport. Burial will be at Mt. Calvary Cemetery, Davenport. Visitation will be Tuesday, August 30, 2016, from 4-7pm at Halligan-McCabe-DeVries Funeral Home, 614 Main Street, downtown Davenport. There will be a prayer service at 7pm. Kay passed away Sunday, August 28, 2016 at the Iowa Masonic Nursing Home, Bettendorf.

Kay was born on October 17, 1934 in Davenport, a daughter of Leo and Katherine (Murray) Hiegel. She had a life-long interest in the study of early childhood development. She attended Marycrest College and received a Montessori International Certification from Oglethorpe University in Atlanta, Ga in 1967. In 1972, Kay earned a BA from Purdue University and received an MA degree in Early Childhood Administration from the University of Iowa in 1984.

She worked 10 years as an Early Childhood Specialist for the Department of Health and Human Services in Region V, Chicago, IL, training Head Start Teachers, Coordinators, and Directors across the country. She served on the committee in Washington, DC to revise the rule and regulation of the “Head Start Performance Standards”, published in 1997. She was instrumental in the use of volunteers through the “Chicago Untied Business/Government” partnership to help Head Start children. Two hundred volunteers from large corporations such as IBM, Kraft, Blue Cross/Blue Shield and the Chicago Board of Trade spent an hour a week in classrooms.

Kay helped initiate and oversee Early Child Care Centers serving 500 children of Federal Employees in downtown Chicago. She served as a volunteer and validator for the “National Association for the Education of Young Children” for programs in Iowa and Illinois for 20 years.

Kay wrote many articles for National Early Childhood publications. She wrote a book, “Skiles Test and the House of Blue Lights”, now in Indianapolis, Indiana libraries. She had a life-long interest in painting, starting with childhood lessons at the Davenport Art Museum. She was a member of the Chicago Art Institute, the American Contract Bridge League, and former President of the Quad Cities Association for the Education of Young Children, designing their logo.

Memorials may be made to her family for a memorial to be established in her name.

Kay Joy Hiegel married Gerald “Jerry” Leon Miclot on June 19, 1954 until his death on May 4, 1997. She married Robert Ernest Arzberger on November 27, 1998 until his death on August 22, 2011. She is survived by her five children: Sons, Andrew (Sharlene) Miclot, Winona Lake, IN, James Murray Miclot, Bettendorf, John Leo (Cathy Rinchetti) Miclot, Pittsburgh, PA,; Daughters, Mari Pauszek, Bettendorf, Nancy and Paul Quinn, Winter Park, FL: Bob's children, Steve Arzberger, Davenport and Susan (Jim) Eicken, Bradenton, FL; and 11 grandchildren, Kay Pauszek, Christopher and Caitlin Miclot, Jake, Adam (Grace), and Sam Miclot, Leo Quinn, Luci (Jason) Belcher and Grace (Daniel) Riley and John and Jessica Eicken; two great granddaughters, Quinn Belcher and Daisy Riley; brother, Jerry Hiegel, Madison, WI and sisters, Sally Ann Brown, Mission Viejo, CA and Jill Manson, Atlanta, GA. She was preceded in death by her husbands and sisters, Nancy Hiegel and Jean Marie Fitzsimmons.
