Roscoe was the last 7 children born to Joseph Rees *(1845-1926) and Martha Jane Caton (1852-1941). Roscoe was born and raised in Bucklin, Missouri. He enlisted in the Navy on 5 July 1912. Except for 4 months in 1941, Roscoe would spend the next 33 years serving his county. During this time he rose to the rank of Chief Warrant Office as an electrician. He spent a total of 8 years and 2 months of his tours at sea.

On the 26th of November 1919 Roscoe married Miriam Scull in Camden County, New Jersey**. Roscoe was stationed in Camden, New Jersey and Philadelphia, Pennsylvania.

*The original spelling of this surname was Rees. Joseph was a Scottish immigrant who came to this country sometime between 1850 and 1857. Only the marriage record uses the Rees spelling. All census enumerations and other documents used Reese. All his children adopted the new spelling.
**There is some discrepancy in the records. Some show Roscoe and Miriam marrying in Camden County, New Jersey while others say it was Philadelphia, Pennsylvania.
