Bluford was the son of William and Elizabeth Waller Pulliam of southern Virginia and northern North Carolina, and Jasper County, GA. He and his brother William C. enlisted in the 44th Regiment, CSA in March 1862 and Bluford died in camp of measles 19 September 1862. His brother William C. died of disease in 1862 and is buried in Willow Dale Cemetery in Goldsboro, NC. Bluford left a wife and two young daughters. His body was never recovered.
