City Employe Retired in 1942

Charles E. Oliver, 88, retired assistant engineer in the bureau of water works and one of the oldest city employes in point of service, died Saturday.
Mr. Oliver, who was born in Marion county, Iowa, crossed the plains in a covered wagon drawn by oxen in 1864, and after wintering in the Grande Ronde valley, Union county, came to the Willamette valley in 1865 over the old Barlow road, now part of the Mount Hood Loop road.
Educated in Portland public schools, he studied business and engineering, amplifying his studies with practical field work. He was a chairman, rodman and assistant city surveyor under W. S. Chapman and the late D. W. Taylor between 1880 and 1884. He then worked as an advertising solicitor and reporter for the Daily Standard until 1886.
He participated in the survey for the first Bull Run pipe line in 1886 and was instrumental in the purchase of the necessary rights of way and water rights. In 1888, after brief employment with a western railroad, he resumed work for the city on a revised Bull Run survey, after which he was assistant in the office of the United States surveyor general. Later he was employed by the water department and was in charge of laying a pipe line from Palatine hill and in setting the pumps on the Palatine hill pump station.
Before his retirement two years ago he worked for the water engineer’s office, supervising developments in the Bull Run division of Oregon National forest and work on the pipe line.
Mr. Oliver, who resided at 5538 S. E. Belmont street, is survived by a son, Edward J. Oliver. Mrs. Oliver died October 18, 1943.
Funeral service will be held at 10 A. M. Tuesday in the Rose chapel of J. P. Finley & Son funeral home. Burial will be in Lincoln Memorial Park.
