Robert was born in Trenton, New Jersey. He was a longtime resident of Bucks County. He was the youngest son of Samuel H and Grace B. (Cooper) Cooper. He was the husband of Ruth Ann (Joiner) Cooper. He was raised in the Taylorsville and Washington Crossing areas of Bucks County, Pennsylvania. He had attended the former Newtown High School. He was a veteran of WWII. He enlisted in the US Army in 1945 at age 18, he served for about 1 1/2 years. He worked for many years as a Land Surveyor. He died at Saint Luke's Hospice House in Bethlehem, Pennsylvania. He was survived by two sons and their wives, as well as four grandchildren and eight great grandchildren. He was also survived by several nieces and nephews and his sister-in-law.

Besides his wife and his parents, he was preceded in death by his only sister Marion C Sked in 2013 and his older brother Headley David Cooper in 1982.
He was cremated and his ashes were scattered in Tinicum Township, Bucks County, PA.
