US Congressman. He attended Harvard University but did not graduate. He later studied law and became an attorney and farmer. From 1854 to 1855 he served in the South Carolina House of Representatives. In 1862 he enlisted for the Civil War, serving the Confederacy in South Carolina units until the end of hostilities in 1865. He served in the South Carolina House again in 1864 and was a Delegate to the 1865 state constitutional convention in which South Carolina renounced its participation in the Confederacy and returned to the Union. Later in 1865 Tillman served as a State Senator. In 1876 he was an unsuccessful candidate for Congress. In 1878 Tillman was elected to the US House of Representatives as a Democrat and served one term, 1879 to 1881. He appeared to have won reelection in 1880 and took his seat, but was removed when Robert Smalls successfully contested the vote. Tillman was elected to Congress again in 1882 and won four more terms, serving from 1883 to 1893. He ran unsuccessfully for reelection in 1892. Tillman was a delegate to the 1895 state constitutional convention, and ran unsuccessfully for Governor in 1898. He was the brother of Governor and US Senator Benjamin "Pitchfork Ben" Tillman.
