Mr. Staats was a lawyer and a member of the Orange County bar. He also was Police Justice in Goshen for several years. At one time he was a correspondent and staff member of The Argus newspaper, Middletown, New York.

He is survived by his wife of 28 years; two sons, John A. and Philip S.
