Statesman. 31st Premier of Victoria. He served from 22 November 1928 to 12 December 1929. Before becoming premier he was the sole proprietor and managing director of a machinery company. He was President of the Melbourne Chamber of Commerce from 1907 to 1909. A member of the Nationalist Party of Australia, he became its leader in 1927. After becoming premier a huge public debt was incurred. He ordered unpopular spending cuts. As a result, an election was called and his party lost. Ultimately, he was defeated in a vote of no confidence when the new Parliament met in December 1929. He resigned as Nationalist party leader and from politics in August 1930. He is best remembered as a philanthropist donating funds for the Emily McPherson College, part of the Royal Melbourne Institute of Technology and the now demolished Queen Victoria Hospital.
