Joseph is a son of Thomas Spackman and Alice Carter. After living in Canada for several years, the family moved back to Utah shortly after Joseph's birth. He grew up in Weber County, Utah and married Norma Lucille Pike on June 3, 1939 in Salt Lake City, Utah.

They moved to Cheyenne, Wyoming where Joseph worked for the railroad. They raised their two daughters: Sharon and Glenda.
