He was born to Fred H. and Mildred (Drury) Waltz. His wife, Toni, survives him.
Surviving are two sons, Frederick J. II(Kim), Hudson, WI, and William "Bill" (Brett), Minneapolis, MN; two daughters, Christina Waltz, The Villages, FL, and Kim R. Waltz, Wapakoneta; five grandchildren, Frederick J. Waltz III, Temecula, CA, Michelle (Johnnie) Toigo, Upland, CA, Clark Mercy Waltz, Minneapolis, MN, and Tracy (Dan) Anderson, Hudson, WI; six great-grandchildren, Kianna Waltz, Tyler Waltz, Kristen Toigo, Jordon Toigo, Jessica Morgan and Ashley Morgan; and a sister, Gloria Boedicker, Wapakoneta.
He began his career in 1951 with the Wapakoneta City Light Department as a lineman and foreman until 1954. He also served as Director of Public Service and Safety from 1958 until 1961.
He served as City Manager of Marysville from 1961 until 1963. He was Marysville's first city manager and the youngest in Ohio.
The day of the Good Friday earthquake in Seward, Alaska, the city manager resigned and Fred was sought to take on the tremendous job of aiding and advising the citizens of Seward in rebuilding after the damages from a tidal wave, fire and earthquake.
For his steadfast leadership and helping the city attain the "All American Award" in 1965, the city awarded him a gold nugget watch inscribed "To An All-American Guy From An All-American City".
He served as Executive Assistant City Manager for Miami Beach, Fla., from 1966 until 1968, and city manager of North Miami Beach, Fla., from 1968 until 1970.
Fred worked after the Xenia tornado as disaster grants adviser and coordinator in the Ohio for the Office of Senator Metzenbaum.
He then worked as the Senator's state assistant in Columbus, OH. Fred retired from the Auditor of the State of Ohio in 1993, where he served as regional audit manger for the Northwest region.
He was a member of St. Mark's Lutheran Church in Wapakoneta.
He served with the U.S. Navy, as an aviation machinist during World War II. He attended Oregon State University Aircraft Engineering School, and city managers seminars in Philadelphia, Pa. He was also a member of International City Managers Association., the Wapakoneta Veterans of Foreign Wars, Post 8445, Amvets, Post 333, and the Eagles, Aerie 691, all of Wapakoneta.
Fred liked all sports, especially the Miami Dolphins, woodworking, fishing and hunting.
A memorial service at the Bayliff & Eley Funeral Home, State Route 501, Wapakoneta, with the Rev. Greg Roberts officiating.
