Jim was born March 5, 1935 in Downey, Idaho to Jay Phillip and Freda Layton Evans. He attended school in Downey and graduated from Downey High School, where he played on the varsity football team all four years.

He married Saundra Lee Fitch on March 25, 1964 in Elko, Nevada. Saundra passed away October 6, 2017.

In his early years, he worked on the family farm and raised and broke horses. His parents and grandparents were all horse racers, and Jim carried on the tradition, racing horses his entire life. He enjoyed much success as a well known breeder, trainer and racer of many famous horses. He was 2 time world champion cutter racer. Jim was inducted into the Horseman Hall of Fame in 2012. He enjoyed rodeoing and in his younger years had participated in both bull riding and bare back riding.

He moved to Blackfoot in the early 1960s. Always the innovator, he saw a need of portable toilets when they were building the Teton Dam. This evolved into his successful business of Snake River Sanitation. He was known for a lot of firsts in the sanitation business, from bringing in Dumpsters, 95 gallon trash bins, and setting up some of the area’s first transfer stations.
