Basil was born in Cumberland County to Lena Neeley and Edward Ormsby. Basil grew up in Cumberland County a few miles west of Casey. He attended the schools in his county (Cumberland) and attended one year of training in the high school at Casey. On July 1916 he married Miss Jessie Hill of Casey. To this union two children were born: Charles Victor and Donald Edward. His short life ended on April 4, 1919 a few days after he had undergone an operation for appendicitis. He leaves behind his parents: Edward and Lena; his wife, Jessie and two young sons, Victor and Donald.

Funeral services were conducted at the Casey U.B. church on Sunday afternoon, April 6, 1919 by Rev. George Myers.
