Lloyd Owen was born in Iowa, a son of Francis Harrison Owen and Martha Ann Matzenbacher 1862–1927. He had siblings Lydia "Lizzie" Ellen, Ervin P. 1885–1917, Orville Austin, George Gallitan 1890–1961, Clarence Harrison "Harry", Laverne Mae "Vernie" and Leola A. and half-siblings Claudius "Claude" Hope and Mary Elizabeth "Mamie" 1879–1950 from his father's first marriage to Mary Elizabeth Radley Owen (1850-1880).

The family lived in Twin Lakes, Calhoun, Iowa in 1910 where Francis was a carpenter supporting his wife and eight children. He was still a carpenter in 1920 at age 73 and Lloyd was working as a railroad flagman.

In 1927 Lloyd married Bernice Frances Adams 1907–1975 in Sac City, Iowa. By 1930 they were in Kern, California where he was a machinist.

In 1939 he married Norma Owen ~1909-? and they had a son Billie ~1928-?. They lived in Kern where he was a welder with the Chansler Western Oil and Development Company.

In 1948 he married Maude Viola "Betty" Rogers in Taft, California.

They retired to Sun City West, Arizona in 1968 after his retirement from Chansler.

He was a 32nd Degree Mason and a member of the Order of the Eastern Star.

Lloyd was survived by Betty and two sisters.
