Alice Ida Costelloe Propes, 88, of Dallas, died on July 14 in Keizer. She was born in Gold Beach to Elmer and Helene (Fischer) Costelloe. Her grandparents homesteaded in Curry County on the Winchuck River.

Alice grew up in Gold Beach. During World War II she was an Observer. She had to watch and identify planes that approached the coast.

She also worked with her father, who managed the local utility company. Her duties with him included operating a diesel plant, reading meters, and installing power and water lines during WW II.

After graduating from Gold Beach, she became chief operator for West Coast Telephone Co. from 1945 to 1952.

After meeting and marrying Frank Findley Propes, she became a partner in Washington Utilities Construction Company from 1952 to 1970. They worked on building dams, powerlines, roads and other infrastructure in the Pacific Northwest.

In 1962, she became a partner in Mountain Springs Arabian Ranch in rural Polk County. In 1973, she started Mountain Springs Realty, which operated in Willamina and Dallas. She was active in both Polk County and Oregon Association of Realtors and National Farm and Land Institute.

After moving to Dallas in 1979, she concentrated on service to her community and country.
She became a public policy mediator and volunteer for the Victim Offender Restitutions Program in Polk County (VORP). She was an active member of the Dallas Kiwanis Club and Dallas Area Chamber of Commerce. She worked as campaign chair for both Mike Propes, her son and Tom Ritchey when they ran for Polk County Commissioner.
She ran for state Legislator in 1996.

Despite losing in the primary, she actively supported her opponent, Lane Shetterley, in the general election.

She served on the Dallas City Council and was proud to be involved in getting the Dallas Aquatic Center built. She was also a Zone Director for Polk County Water and Soil Conservation Service Board. She really enjoyed serving on the SALT Team (Polk County Seniors and Law Enforcement Together).

Alice loved to travel. She did much traveling throughout the United States. She first started traveling with her husband to various jobs around the Pacific Northwest.

After buying their ranch, they traveled throughout the West showing horses. She visited many U.S. cities while attending Real Estate conventions.

After her retirement, she traveled with her son, Michael Propes, and finally with her daughter, Sheri Ruegsegger, who was a teacher at Perrydale and worked for National Geographic. Their last big trip was to the Holy Lands.

Some of the special awards she won were as follows: Polk County Realtor of the Year, Oregon State Farm and Land Realtor of the Year, Good Samaritan of the Year — Dallas Area Chamber of Commerce, First Family — Dallas Area Chamber of Commerce, Who’s Who in America Women, Who’s Who in the West, and Who’s Who in Finance and Industry.

She was a preceded in death by her husband, Frank (1993); sister, Doris; and brother, Hal.

Alice is survived by daughter, Sheri Ruegsegger (Randy); foster daughter, Betty Morey (Bob); five grandchildren; and eight great-grandchildren.

Service will be held Saturday, Aug. 6, at 2 p.m. at Dallas Mortuary Tribute Center.
