Winston Dale Lloyd was born in Pensacola, Florida, the son of Elmer Bruce Lloyd and Sissy Herrington (neé Inez Minerva Herrington). He was the youngest of three children and was predeceased by his siblings, Joycelin Inez Lloyd Bethany of Pensacola, Florida and Bruce Hughes Lloyd of Panama City, Florida.

Winston Dale Lloyd attended Florida State University, where he obtained a bachelor's degree in Chemistry, and the University of Washington, where he completed a Ph.D. in Organic Chemistry. He taught Organic Chemistry at the University of Texas at El Paso, becoming a professor emeritus after his retirement.

In 1957, he married Luella Jean Rote, with whom he had three children, Pamela D. Lloyd of Tucson, Arizona, Donald G. Lloyd of Ypsilanti, Michigan, and Craig Winston Lloyd, who predeceased his father, of El Paso, Texas.
