Died suddenly on Thursday, November 10, 2016 at age 64. Frank grew up in Locust Point, Md. He made a living for 46 years as a longshoreman on Baltimore's docks. He retired on November 1, 2016.

Frank married the late Elaine Faye Hampton in 1973, and resided on Jackson Street, Baltimore, MD. at the beginning of their marriage. Shortly after, they moved to Pasadena, MD. and resided there until his death.

He is survived by nine brothers and sisters: John Harvey, Steve, Jim, Bob, Mary Shumate (Sandy), Emily Hughes, Eleanor Acton, Stella Blair and Annie Butler. Frank had many nieces and nephews. He was also survived by adopted daughter Taylor (Annie) Acton and longtime friend Michelle Dannenmann Mayes.
