A son of David L. and Elizabeth (Eberly) Hoover of Bedford County, PA. He was united in marriage with Gladys Young of San Jose, formerly of Santa Cruz.
He was survived by his wife, a son, Jacob E. Jr., of Santa Cruz, the proprietor of the Surf City motors, and two grandchildren, Kristine and Stephen Hoover of Santa Cruz.
Mr. Hoover was a member of the John P. Jarman Lodge 669, F&AM, and Starlight chapter, OES.
The Jarman lodge conducted services in the Darling-Fischer Garden chapel in San Jose.
Interment in Oak Hill Memorial Park.
