He was born Nov 17, 1906, the son of Joseph and Ida Pennington Scaggs.

His first wife, Stella Petitt Scaggs, died in 1932. His second, Effie Owens Scaggs, died in 1970.

Surviving are one son, Robert Scaggs Sr. of South Charleston, Oh., one daughter, Wilma McMullen of Loveland, Ohio, one brother, Murvel Scaggs of Morehead, two sisters, Nola Reynolds of Wilmington, Oh., and Auda Carter of Springfield, Oh. One sister, Thelma Harr, preceded him in death.
