Son of Isaac Humphreys and Sarah Woods. Henry's father died when he was seven years old. Henry immigrated from Wales to Utah with his mother, brother, Lorenzo, and sister, Sarah in 1866. His mother married John Henry Williams the next year. Henry was adopted by John Williams and thereafter took the name Williams as his surname.

Henry married Mary Elizabeth Dowdle on October 11, 1870. They became parents to twelve children: Florence Ann, Henry Walter, Sarah Lenora, Lovina C, John Edward, William Levi, Heneritta Louise, Isaac Elmer, Minnie Blanch, Thomas Holice, Leslie Irwin, and Herbert Dean.

Mary Elizabeth died in 1896. Henry married Lucinda Caroline Clark on October 28, 1897 in Coalville, Utah. They became parents to three children: Benjamin Ray, Lawrence Allen, and Ethel Maude.
